Job Summary: Under the general direction of the Chief Executive Officer is responsible for directing, monitoring and controlling the financial and accounting operations of the Council, and for the designing, implementing and reviewing on a continuing basis financial, accounting and reporting systems in the Council.

Objectives: To undertake, using the defined guidelines, the audit of the Ministry / Division and / or Department for which the permanent Secretary is responsible, with a view to identify weakness in the established systems, and the violation of rules and regulations, to ensure the reliability of records and transaction, the effectiveness of controls for preventing and detecting waste extravagance, and for the safe guard of assets and stores.

Division: Roads and Works
Job Summary: The incumbent's role is to advice the Parish Council in relation to parochial roads and works.

Specifically, he/she will be responsible for reporting to the Council matters relating to work, repairs and or alterations required to roads, building or work in the parish.

The incumbent will be required to furnish plans, specifications and estimates of such works, repairs and or alterations.

He/she, upon the direction of the Council, carry out and superintend the carrying out such works, repairs and or alterations as may be sanctioned by the Council some shall be paid for.

The incumbent shall have care, protection, maintenance and supervision of all roads, buildings, works, live & rolling stocks and all other properties owned, controlled or in possession of the Council and shall be responsible for all expenditure in connection with the Roads and Works Department.

Summary of Responsibilities: Under the direction of the Master and in accordance with the Poor Relief Laws, Rules and Regulations of the Board of Supervision;-

The general nursing care of the inmates.

Assist in identifying behavioral abnormalities (staff and inmates) and initiate and or recommend  disciplinary actions when necessary.

Assist in controlling the quality and quantity of works delegated to sub-staff.

Assist the master in the General management and supervision of the infirmary.

Assist in keeping of books and records pertaining to the complete running of the institution.

Assist with In-service Training staff.

Assist with the custody of stocks to ensure is authorized usage.

Assist with the security staff and inmates on the compound.

Assuming the role of Master during his absence or disability.

Job Summary: Under the general direction of the Secretary of the Council, the Director of Administration is responsible to ensure and facilitate the efficient and timely direction and execution of administrative tasks and activities required to achieve the proper functioning of the Council in carrying out all its statutory responsibilities and managing the affair of the Parish and to ensure that all personnel assigned to the Department of Administrative Services (DAS) are effectively deployed and supervised in carrying out the task and activities necessary to satisfactorily discharge all goals, targets and standards established in respect to the Department.

Core Responsibilities:
Plans, directs and  coordinates all programmes and activities relating to the operations of the commercial services of the Council in accordance with the policies and regulations prescribed by the Council;
Examines and analyzes rates, rental fees, operating costs and revenues to determine needs such as increases to rentals, reduction in operation and maintenance costs for all commercial entities operated by the Council;
Identify, develop and prepare for management evaluation, recommendation aimed at increasing efficiency and revenues and lowering costs;
Ensures that all staff employed to the Unit are complying with the organizations policies, standards and procedures as it relates to such functions as safe-keeping of funds.
Reviews operational records to ascertain conformity with expected revenue and operational standards;
Recommends capital expenditure for acquisition of new equipment which would increase efficiency and services of operations;
Undertaking routine and regular visits to all commercial entities operated by the Council to ensure conformance with established performance standards;
Develop, prepare and submit for approval marketing plans outside of entities core business which are aimed at generating revenue;
Liaise with business operators and formulate joint ventures relating to the collection, recording, safekeeping and lodging of funds are always adhered to;
Prepares monthly financial statements and reports on the performance of each commercial entity and provides adequate explanations for any significant variance from projected targets;
Inspect physical facilities for such factors as cleanliness, safety and appearance and take required action to ensure maintenance of required standards; maximizing the use of the budget;
Develop and recommend to customers of the Council's commercial properties, strategies, methods and mechanism which can be adopted to improve the sale of their products, produce and services;
Investigate complaints from customers and effect the required corrective measures.

Job Summary: Under the general direction of the Secretary / Manager, the incumbent is responsible for: 
Formulating plans which are consistent with the Council's overall corporate objectives and which contributes to the viability and efficient and effective functioning of the Council's affair.
Conducting research, and coding and analyzing the resultant data/information in order to broaden the knowledge base about the parish so as to facilitate the planning and organizing of programmes and services delivery.
Developing strategies which will ensure that the Parish is developed in a manner that is consistent with the provisions of the town & Country Planning and Local improvements Acts.
Developing and maintaining a comprehensive database which can be used in the Planning processes.

Job Summary: The incumbent shall have specific responsibilities for implementing the policies and programmes of the Council as they relate to its functions.

In particular, the incumbent is required:-

perform the role of clerk to the Council and its Committees including advising the Council and Committees of the Laws and Regulations governing the various services, and taking appropriate action to ensure that directives and decisions arising from these meetings are carried out expeditiously;
ensure that the constituents of the parish are adequately provided with all civic amenities such as markets, parks, gardens, public bathing and fishing beaches, public cleansing, sanitation facilities, abattoirs cemeteries and pounds; 
direct and control the staff and operations of the Secretariat to ensure that the functions are undertaken in an effective and efficient manner

THE POOR RELIEF DEPARTMENT IS CHARGED 

WITH THE FOLLOWING DUTIES IN JAMAICA

The Poor Relief Department is the welfare agency of the Ministry of Local Government, Youth and Community Development (M.L.G.Y.C.D). It is administered through the Parish Councils within each parish. The mandate of the department is to alleviate destitution in a professional manner.

"The persons entitled to relief in any parish are the persons within the parish who are wholly destitute of the means of subsistence, and are at the same time from medical or physical causes unable to work and earn the means of subsistence." Persons under 60 years of age must produce a medical certificate, to indicate that they are unable to work. The certificate can also state that the person is suffering from a "terminal illness".
